Chapter 1
Kaoru had learned to enjoy her insanity. It was far better than reality.
She wandered aimlessly through a field of swords. They had all been thrust tips down into the soft earth; their tattered and worn hilts glowing red thanks to the setting sun behind her. Over head, screams rose and fell like thunder and bloody rain fell from a cloudless sky. she clenched her hands, resisting the urge to shudder. The sound of snapping greenery reached her ears. she looked down and realized she clutched a handful of dandelion flowers; their stems broken and bleeding crimson blood all over her hand. She dropped them with a gasp, their fuzzy heads filled with seeds scattering as they fell.
"Make a wish, sweetheart. Make a dandelion wish," a familiar voice whispered. Kaoru dropped to her knees amongst the broken flowers and the swords standing silent around her.

There were so many chains. Their weight made her breathless as they pushed her rentlessly into the floor. Only her head was left free. She heard the sound of slow footsteps drawing closer. Then a pair of boot clad feet came into her limited view. Kaoru twisted against the chains, making them rattle, trying to look up. she finally managed to turn her head at the needed angle. Her blue eues found the smirking face of her victim as he raised a gilded sword. The weapon had Commander Katsura's crysanthmum stamp on it. As he raised the sword for the beheading blow, light flashed off the golden stamp. To her, it looked like a yellow dandelion.

Bright, hot orange flames danced without patters or music, save for the crackle of wood. They licked closer and closer to her feet. She curled her toes away, trying to ignore the slowly intensifiying sensation of burning. The pain was just like the flames, bright and hot. Kaoru didn't cry out. She learned to never cry out. There was a grunt, and suddenly the searing heat turned into biting cold. she looked down at her hands. A crown of flowers fell from her head and landed on the burning ground. Dandelions. A bucket fell at her feet. She realized she had been painted blood red.

Kaoru forced her eyes open, and instead of recedeing the sensation of being wet and cold remained with her. Her eyes fell on a pair of sandled feet just outside her cell, a bucket thumped down next to them; a few drops of water trickling down the side.
"On your feet, Kamiya," the guard ordered.
Kaoru forced herself to obey. She slowly and painfully tested her limbs, sending her chains clattering. Her previously flithy, matted hair was now a filthy, matted, sodden mess that slid around her shoulders and back in a way that had her biting back the urge to gag.
The guard grew impacient and opened her cell. She had just barely made it to supporting herself on her hands and knees when he roughly grasped her by the upper arm and jerked her too her feet. Her body, unused to the acticity made its protests known, but Kaoru ignored them and let the guard drag her from the cell. It wasn't hard, she probably didn't even weigh a hundred pounds, despite being soaking wet. The guard forced her to find her feet, then let her go. Kaoru felt herself setle into a semi-upright position that she almost had forgotten her body could manage.
The guard prodded her in the back, sending her shufflig forward. She was so busy concentrating on walking, the jeers of the other prisoners didn't bother her at all.
"Ho! Ho! Someone's headed for the gallows!"
"Swish! Crack! Pray your neck breaks, bitch!"
The guard pulled out his sheathed sword and slapped at few bars, no doubt breaking a few fingers. From the corner of her eye, Kaoru noted the deep grey color of his gi, coupled with the black hakama. He was one of the captians that guarded the line.
"Silence on the line," he roared, "I'll favor the next bastard that speaks with the nine 'o tails!"
They shut up. Kaoru iddn't blame them at all for their compliance. Whippings on the capital crime's line were brutal. And yes, she knew from experience. She contined shuffling forward; her chains making it impossible to take long strides.
So, her excution day had arrived. Kaoru sighed at the thought. Finally.
The stairs were harder, and the guard was impacient; but she made it up out of the dungeons by her own feble power. Her first breath of air, not tainted by the filth, and rot of the dungeons was beautiful beyond words. The guard suddenly took the lead, dragging her along by her chains. She noticed that she left a trail of filth and slime behind her. Kaoru felt her lips twitch in an attempt at a smile.
Then...they passed a window.
Kaoru felt tears well up in her eyes. It was the sight of the sky that did it. That perfect expanse of perfect blue. Wonderful and encompassing and...perfect. Her eyes took in the sight of the spring flowers, realizing dimly that she had been in the Commander's dungeon for almost a year now. A breeze blew in through the window, and chilled the water and tears on her face.
Wonderful.
She was jerked forward by the guard, and stumbled. She regained her footing, a sudden, wild, and fierce hope welling up inside her.
She hoped the gallows were out underneathe that blue sky...
He crept up right behind her, she stiffened, feeling his presence as it invaded hers. He bent over her, leaning his face down over her exposed shoulder to let his warm, moist breath slide across her skin. She shuddered.
"Kenshin..." She said, her voice annoyed, "I'm busy..."
He ignored her words, and hooked a finger into her ponytail then pulled. Her thick black hair tumbled down, covering his hand with its silken length. He ran his lips across her neck, nipping gently with his teeth.
"It's late, love...come on, it'll still be here in the morning," He murmered, accenting his words with a few more kisses, and a few more nips. She shuddered in her chair again. He grinned, knowing he was winning her over. He spun her computer chair, startling her. Her beautiful blue eyes widened behind her black framed glasses. He smiled seductively at her, and with gentle fingers pulled her glasses from her face. Even with that gentle and light contact, she could feel all her complaints fall away. She tilted her head back, her lips parted.
"Ahhh...Kaoru," he whispered and leaned down to capture her upturned lips with his. He felt Kaoru frown into his kiss, which made him pull back with concern. She was indeed frowning at him. Kenshin raised a scarlet eyebrow in question. That had never happened before, usually all it took was one kiss to leave her pliant in his arms. But here she was, frowning at him, a strange look on her face.
"Kaoru?" He asked. Her frown turned into a glare. He straightened, growing worried. She crossed her arms over her chest, her eyes narrowing at him.
"It's not the least bit fair," she said, her voice hard.
"What's not?" he asked.
She stood up from her chair and stepped up to him, taking a finger and jabbing it in his shoulder, he took a cautious step back, recognizing the look in her eyes.
"One touch, that's all it takes from you, one measly little touch and I'm at your mercy. I pride myself on being a pretty independent woman, and yet you can make me completely dependent on you. Do you have any idea how frustrating that is?!" She said, poking her finger in his shoulder, making his retreat farther and farther from the computer desk and into the living room area. He held his hands up in surrender, beginning to understand.
He grabbed her offending hand, to stop it's poking and folded it into his.
"I imagine it's the same as when I can't walk by you without loosing my train of thought. I imagine it's like my intending to go to work in the morning, but being unable on some days to just get out of bed, to leave you. I imagine it's like the feeling I get when ever you smile at me. Most of it is heart rending love, and adoration. But there's a little corner of each of our hearts that hates our dependence on each other."
He pulled her forward, and Kaoru went willingly into his arms.
"Doesn't make much sense does it?" Kaoru asked him, her voice muffled by his shirt. He drew back from their embrace, and tilted her chin up just a bit to see her face.
"Not really," he agreed.
"But we wouldn't have it any other way," Kaoru finished for him, feeling the same. He gave her a soft smile, and she returned it. He shuddered, and her smile grew. She wound her arms around his waist and slipped her hands under the back of his shirt. His eyes darkened as her cool fingers drew circles on the skin of his back. She gave him a sly smirk, his eyes narrowed. He dropped his lips to hers, slanting his mouth at an angle that he long ago memorized as the perfect one. They melted against each other and tumbled back onto the leather couch.

I have discovered something important about Shishio, Yumi, and Takeda. There is a direct link between all three of them, Soujiro as well. That link, gose by the name Megumi Takani. She was a med-student up until a couple of years ago, now she is the head of all of Shishio's meth labs. Takeda found her through Kohei, when the latter called in the loans that her parents owed a loan shark under him. Her parents died in a car accident, icy road, night, bridge, you get the picture. The police reports say the brakes of the car were in disrepair. We both know what that means. Megumi was taken into Takeda's "care" soon after, under the threat of death by "accident" as well. She works until she pays off her parents debt, which she has done already, probably several times over. But of course, that doesn't matter in the least to Takeda, he had found a goose that lays golden eggs. Megumi knows how to make meth cheaply and quickly, nice to know college is god for something... Tell Saitou that Megumi will give you all the information he needs to nail Takeda for the drugs riddling the streets, and all he has to do is offer her a hand out of the hole she has ended up in. It may be a little hard to get her alone, however. Takeda keeps very close tabs on her. The best time to contact her, would be when she is working down with Yumi. Soujiro keeps to sharp and eye out.

Dear Light,
First, thank you for you insightful knowledge into Shishio, I had no idea about Yumi, and her imaculate file keeping. I have forwarded that information onto the Feds, post haste. Your knowledge of Kamiya's buisness was also helpful, I have not had a chance to look into her at all. It gives me a firm base to start with. Please include anything else you know on any of the other figure heads in you next missive.
As for what I know, Soujiro's participation in Shishio's dealings was known to me, in fact, I have had to deal with that man face to face more than once. To be perfectly honest, he unsettles me. His polite and unflappable demenor make him very hard to read. I have been working for the past few weeks on looking into his connections with Shishio, and how far his network extends into business world. I will be tied up on that project probably for a couple more weeks. If you could do all you can to learn more about Yumi and her network in the lower class, that would be wonderful. After we both finish with our individual investigations, we can move onto other targets.
I have told the Feds about the two women you mentioned by name to me. Saitou assures me that he will be contacting both of them in the coming weeks. Keep looking into Kamiya, should you have a spare moment. And I will begin to work on Kohei. I have had some dealings with the man directly, and may be able to discover more about him.

Kamiya Kaoru.
To be honest, he suspected from the beginning that it would be her. He didn't know much about the business that she ran, but he did know that she was forced into her position. However, for the life of him, he did not know where Takeda kept her younger brother.
A sound broke his thoughts, the slid of paper on the floor. Kenshin turned from his crouched position and eyed the black envelope on the floor in front of his door. The red-haired slight man stood, and soundlessly walked over to pick up the paper from the floor. The envelope was unsealed, Kenshin opened it and read the name printed in white ink on the black surface. He memorized the name, the place and the time. Then the paper and the envelope went the way of Kaoru's letter. On the mantle place, there was a pair of daisho. Kenshin took both down and put them in the belt that was wrapped around his waist twice. He then picked up a long dark brown duster that was draped over the chair near the door.
By the time he opened his door, his eyes had faded from their normal deep violet to a hard, fierce amber.

Dear Shadows,
First, that's a rather strange name to be called by. You leave me little choice but to refer to myself as Light, since it is partner to shadows. And I am anything but Light.
Thank you for the ring, it does bring me comfort to know that I have a quick way out if nessary. I hope it is not. Quite the clever idea, though.
To get down to business: it's good you are taking care of the Battousai, because I know little about him. Shishio I can help you with, I know a good deal about him and his dealings. Kamiya I also can handle, I think. I hope you can take Gohei, because I see no easy way for me to get close to him. As for Kohei, perhaps we could split him down the middle? I know some of his dealings, but not the kind of in depth that the Feds will want.
To be more speific:
Shishio - One of his biggest dealers is a man named Soujiro. He's a business man that works for a company on Wall Street. The customers that he deals to are mostly the upper class elite. They pay big bucks for the high quality stuff. If you need more info on his street dealers look up Yumi down on the lower east side. She heads up Shishio's head branch for the lower class dealing. I know that she keeps very, very, very, detailed books in case the rug ever gets yanked out from under Shishio. I think she uses it in order to have something to hold over Takeda in case he ever decides to dump Shishio. She's very loyal, tell the Feds they can use that. Paint a picture where her cooperation helps Shishio and she'll cough up those files.
Kamiya - runs four houses. Two in the red light district, and two upper level hotels for the rich and famous that want to keep their...intrests on the down low. There are several working girls that can give you specfics on the hows - Tsubame Aki and Tae Beko. Both were pressed into service about four years ago, after Takeda threatened their families. They will jump at the chance to join our effort. Kamiya's supplier, her...slaver, is a man by the name of Marcus Tyler. Hunt him down at your earliest convience. He "supplies" several other houses in the city, names he's never shared, but I know he hides his files in a lock box at New York City Bank. Tell the Feds all they have to do is arrange a bust in the back room of "The Poinsetta" resturant Saturday nights from ten to midnight, and they've got probable cause to sepeina the Bank for that lock box.
I must finish this off, otherwise I won't be able to roll it up tight enough.

It was written on thick, handmade paper. It was rolled tightly and threaded inside a ring of green jade. Kaoru slid the ring off the paper, and let the large cicrlet settle around her pinkie and unfurled the letter.
Dear Partner in Crime,
In the intrest of surviving this our idenities are being kept from each other. This has its advantages and its serious flaws. How does one trust, someone one doesn't know? You cannot know who I am, and yet you are going to entrust your life in me? You do not have any contact with the Federal Agents, only I do. So should anything happen, should you want out, or if you are discovered, how would you escape? The answer I've come up with, isn't perfect, but it's the best that can be done in our circumstances. Around this letter was a jade ring, its size is general, so it should fit atleast one of your fingers (I hope). The moment something changes, and you need to actually speak to me as soon as possible, wear the ring. I'll find a way for us to meet in person, without being seen.
That unpleasentness out of the way, I suppose we should begin. I, as Agent Saitou has no doubt informed you, have been collecting evidence against Takeda for ten months now. While my reasons for turning against him are my own, you do have a right to know. The short version is that I am tired and...disgusted by what I've become. I do not want this lifestyle any longer. Anyways, the evidence I've collected has been in the extensive dealings of the Battousai, and Shishio. It has taken me months to come just that far, and I haven't even completed looking into Shishio. It is my hope that we can evenly divide the work between the two of us, and perhaps be done with this entire thing that much faster. Please reply who you can provide the Agents with the most information on, and Takeda's hand in each. Give no hints to your idenity, please. Saitou would be upset, and we can't have that...

Kaoru lowered the letter, glancing and running her fingers over the slanted and sligtly archaic script. The jade ring, aoru strung on a silver chain and placed it around her neck. And after re-reading the letter once more, Kaoru lit a match and burned it to ash.

Kaoru steadied herself, then turned the corner, taking the nessary small quick steps that made the front of her kimono artfully shift. This hallway lead to the guest bedrooms of Takeda's mansion. When the head council met, the meetings often ran into the late hours. Tonight was the first night of contact with her unknown partner. Kaoru swallowed, beginning to think that she wasn't cut out for this espinoage thing, it was far to nerve racking.
Takeda had absolutly horrid taste. She thought the excat same thing, every time she walked down any of the hallways in his mansion. The walls were covered in lewd, and pornographic "art" in gauady frames. The gilded frames were these hulking things that usually fought the art piece for attention.
Agent Saitou's voice was cool and calm in her mind, as Kaoru thought back to his descriptions of where she would find, and where she would leave messages for her partner.
There is a painting in the hallway to the guest bedrooms that isn't in any of the camera's visuals. It's a small space of about three feet. It's the painting of the naked woman with blue hair sprawled over the red car. The frame comes off the wall just a bit, leaving enough space at the top of the picture for a rolled up piece of paper. That's the drop off point. It works in exchange, he will leave the first one. When the next meeting occurs that runs over, and you end up spending the night, that's the next exchange. The hallway is frequently used by all of you, along with maids, butlers and the help. So when you drop it off, be alert. And don't stop infront of the painting for God's sake. We don't want to bring attention to the fact that there are places in his mansion that aren't fully covered.
Three feet. That's all the had. Kaoru looked up carefully, she could see the camera at the end of the hall. She knew there was another pointed at her back. The painting Saitou had spoken of was coming up on her right, three feet he had said. The painting itself was about three feet. She risked a glance over her shoulder. No one was there. She listened hard, beyond her breathing, she could hear no footsteps.
She passed by the edge of the painting. Kaoru acted. Quick at thought, she snapped up her right arm, and trailed her fingers along the top of the frame. She found dust. She continued walking at a normal pace, dragging her fingertips thorugh the dust. She stiffened when she came in contact with something. She slipped her finger into the rolled up paper, and dropped her arm. She curled her fingers, bringing them into the confines of her kimono sleeve. She dropped the note into the long sleeve, knowing it would come to rest at the bottom corner of the silk.
Kaoru walked into the view of the camera at the end of the hall, and on screen, it was as if nothing had happened.

Flashback
"I'm sorry, you're going to have to repeat that..." Kaoru said numbly, not at all believing what the narrow faced federal agent sitting calmly across from her smoking a cigerette was saying.
"I said, and pay attention this time, you will be working with another double agent on Takeda's head council," Agent Saitou took another drag from his cigarette, while absently flicking open one of the many file folders on the metal table between them open.
"One...of...the other heads...they've been helping you?" Kaoru managed to choke out, not able to believe it. She mentally flicked through what she knew and witnessed of the other four heads. None of them jumped out at her as possibilities.
"For two months now; he came to us out of the blue really, and handed over a box of evidence he had collected over the past ten months. In the spanse of an hour, half our case was made. But we need the other half, to make the case air tight. Takeda has slipped through our fingers far too many times..." The agent ground the butt of his cigrette into a glass ashtray on the table with a little more force than nessary. "You are going to partner with him, in a since. You will never know who he is, and he will never know who you are. You two will work together anomously."
"Why though?" Kaoru asked.
"Because, Miss Kamiya, we are not stupid. The Bureu is perfectly aware of your situation. We know that you would turn on us, and the other double agent if Takeda threatened your brother. If you are discovered, and Takeda tortures you for information about another possible mole, because we both know he'll suspect, you won't know anything. So we only lose half our evidence, instead of the whole."
Kaoru bristled at his cavalir tone. This was her and her brother's lives he was so flippantly speaking of. She glared at him. Agent Saitou must have read the expression on his face, because he stared impassionately back.
"Don't even try, Miss Kamiya. You agreed to this. We offered you wittness protection, instead you requested an undercover role. You know the risks, we are not forcing you to do this. Say the word, an I'll have you on a plane to Nova Scotia."
Kaoru's glare faded into a frown. He was right, she had asked for this role. She wanted Takeda to go down for his crimes, to pay for the lives he had ruined, and continues to ruin. Hers included.
"Fine, but how will we communicate if we're to work together?"
"He and I have worked out a drop off point in Takeda's mansion that all the heads have access too. You'll be using one of the federal codes to encrypt your messages to each other. You're both going to try and discover as much as you can about the other businesses Takeda does besides your own. It would look suspious if only one began asking questions, with the two of you, it might just confuse things enough to keep you both safe."
Agent Saitou was reffering of course to Takeda's five areas of dealings: drugs, money, weapons, women, and blood. Each had its own 'head' or overseer. Someone who ran the entire thing, and reported to Takeda three times a month on how business was going, and to pay him his dues. The evil man was smart. He kept each of his businesses seperate from the other completely. No one, save for Takeda, knew the entire extent of his dealings. Kaoru was still having trouble grasping that one of the other men on the council with her, men that she had always found cold, brutal bastards was actually trying to do the right thing.
"He doesn't know about me either, right?" Kaoru asked suddenly. Saitou pulled out another cigerette and lit it. It was going to be a long night, he could tell.
"No, he won't know who you are either. You two are going to work together seemlessly, but not to seemlessly, organzation begets suspision. You two will just take what you know, pool it together and then try to fill as many gaps as you can. The second we have enough to make the case, we move in, and you two are placed in protective custody, in an undisclosed location for the entirity of the trial. Afterwards, its wittness protection for the both of you, and your brother, Yahiko."
Kaoru nodded in acceptence. She leaned forward to look at the file the Agent had opened. It was a code. He turned the file on the table.
"Now then, this code is complex...."
End Flashback
So that was how Kaoru Kamiya, Lady of the Night, came to be sitting in the regular meeting room carefully searching her co-heads for any sign of...anything. She sat to the left of Takeda's empty seat. On her left, was Shishio, Takeda's drug lord. From what Kaoru knew, he dealed in all kinds of illegal substances, from pot to perscriptions. Shishio had been badly burned many years ago when a rival drug seller attempted to get rid of competition. The slight, thin man always was covered in bandages, with only a few tufts of brownish hair sticking out of his crown. Across from Shishio was Gohei, a man of increadiable size, that came in handy in his dealings on the weapons black market. If its purpose was to kill, Gohei was selling it. Gohei was huge and imposing, he had a long black beard and small beady black eyes. His right hand had been severly injured not long ago, and he had had to relearn his prided swordmanship all over again, this time using his left. Across from Kaoru, was Gohei's brother, Kihei, who dealt with cleaning Takeda's money and covering his paper tracks in the system. He looked like the polar opposite of his brother. Kihei was short, and small, and with his greying hair and slightly wrinkled face, he looked more like a favorite grandfather than a cold hearted business man.
The last at the table besides herself, sat opposite to Takeda's seat. Battousai. She knew that wasn't his real name, but unlike the other men, she had never managed to discover his true name, first or last. He was slight, the shortest of all the men, with a shock of long crimson red hair tied up in a high tail, like Kaoru's own black locks. He had penatrating amber eyes, that glowed a feral golden color sometimes. He was the one, who's dealings Kaoru knew the least about. She knew that he dealt in assinations, the killing of people that got in Takeda's way, usually rivals, occasionly authority figures.
Kaoru's thoughts were inturrputed by the arrival of Takeda. He strolled in, his sharp features twisted into his usual sickly happy grin. He slid into his chair, and calmly pulled out his cigarette book and gold lighter. They all waited in silence until he had lit up, and reclined in his chair.
"Welcome, my pets. Another lovely month gone by, another bundle of money made..."
Kaoru held her hands in the sleeves of her kimono as always, so no one would see the clenching of her hands.
